Meet Jaime Arroyo

Jaime Arroyo is an experienced leader, an advocate for change, and a catalyst for community-driven progress. As a member of City Council and the CEO of ASSETS, a local nonprofit empowering women and BIPOC entrepreneurs, Jaime has been a fervent champion for equity, access, and opportunity. His journey embodies determination, resilience, and an unwavering commitment to service.

Originally from Ponce, Puerto Rico, Jaime’s family came to Lancaster when he was just a toddler looking for a better life, where they found a home in Lancaster City’s southeast neighborhood. A graduate of J.P. McCaskey High School and the first in his family to earn a college degree, Jaime’s academic journey culminated in a B.S. in Business Administration from Millersville University. His ascent into the professional world began at Fulton Financial Corporation, where he honed his skills and dedication to assisting clients in achieving their financial goals. During this time, Jaime also built his own real estate business providing affordable, quality housing for Lancaster City residents.

With an unyielding thirst for knowledge, Jaime pursued an M.B.A. from Drexel University, specializing in Entrepreneurship and Innovation Management. His tenure at ASSETS elevated the organization to one of Pennsylvania’s premier micro-lenders, while concurrently fostering ethical business practices in Lancaster City.

Jaime’s multifaceted expertise spans strategic planning, talent cultivation, and advancing equity and inclusion. Notably, his tenure as Chief Strategy Officer for Community Action Partnership of Lancaster County fortified his dedication to combating poverty and fostering economic empowerment.

At the head of City Council’s Economic Development Committee, Jaime spearheaded transformative initiatives, including the COVID-19 Small Business Relief Fund and crucial changes to housing ordinances relating to lead poisoning prevention and rental property maintenance. His stewardship in allocating $15 million of American Rescue Plan Act (ARPA) funds for affordable housing and community facilities underscored his unwavering commitment to uplifting the community.

Beyond his professional pursuits, Jaime finds solace and inspiration in his family. Married to Linette, a compassionate Registered Nurse at the Ann B. Barshinger Cancer Institute, they nurture a loving home in northeast Lancaster City, where they are raising their young son, Miles. Driven by the urgency to create a city where every person can flourish, Jaime’s dedication is fueled not only by rectifying past injustices but by crafting a promising and equitable future for his son and countless other generations to come.

Jaime Arroyo epitomizes the spirit of transformative leadership, embodying hope, resilience, and an unrelenting belief in the potential of a united community. His vision for Lancaster City is one of inclusivity, prosperity, and boundless opportunity—a testament to the audacious spirit of the American dream.
